How do I make changes to locked widget in template mode?

I need to change the link in a nav bar in one of my templates. When I edit the page, the nav bar is locked. If I choose edit template, the only option I get is to configure the widget. I do have admin privileges, so I should be able to make changes.

Hi Doug,

Could you confirm with a screen shot? I believe the issue maybe that you have to make that sort of navigation change within the navigation section of CM1. But, I will confirm with the screenshot and the appropriate measures on how to fix the issue.
