Purge items only in the archive state

I want to restrict the ability to Purge items. I only want to be able to Purge items that are in the archive state.

I know I am able to restrict the visibility of the Purge Menu Entry on a lot of criteria (in the visibility tab). But I don’t see the ability to lock out the Menu Entry based on workflow state.

Has anyone else tried something like this?

You cannot lock menu entry out by workflow state. You can only lock it out by “Publishable Flag”.
Your archive state is likely using the Archive publishable flag. So enable the menu for that flag only.
