Cannot create new folders in some Workbench areas

I am attempting to better organize some of the CMS objects in Workbench by creating folders to group my templates, slots, etc. I discovered that this is allowed in some instances and in others it is not. For example, under Slots and Shared Templates, I seem to be able to create my own folder structure and organize, whereas Type Specific and Global templates, it does not seem to allow the creation of new Folders. Is there any documentation or at least guidelines around this?

In the Workbench Help, the topic “Adding a Sub-Folder in CMS Navigator” includes a table specifying which Views allow you to create Folders and which do not.
