CM1 supports IE8 with compatibility view mode disabled.
However, if you run CM1 on IE8 with compatibility view enabled, that is using IE7 standards, you might notice some page content rendering issues.

IE8 with compatibility mode enabled is not on our list of supported browsers. In addition to major disruptions within the user interface, many critical features of the product such as the rich-text editor become unusable or cease to function when compatibility mode is enabled.
