Does anyone know of a way to export all content out of one RX install to another?
Has anybody done this kind of thing before?

Yes, this is done through either completely taking and replacing the DB repository dump with the new one (migration or uprade), moving content through MSM (not recommended by Percussion , but I’ve succesfuly done it before), custom DB work or just exporting your content as xml and loading it in bulk into the new system by utilizing SOAP bulkloader.
In any case - be sure you have matching content types in the new system, also - object relationships may be broken, but fixable in DB.
