I am not sure if this is a bug but here’s a short clip exactly what happened.
It is clearly unexpected behavior. If you previously had a region there with a widget and deleted it, it could be possible it is cached. But in any case, it’s not expected or desired behavior. Are you able to reproduce this consistently or is this unique to a specific template? If you can help us with the steps to reproduce, that would be fantastic.
