How to remove Related Content from the Content Editor without removing "Edit All"

Hi all,

Can the Related Content section be removed from the Content Editor without affecting the “Edit All” button? I have NOAA asking if this is possible and how they would go about doing so.

I’ve found how to remove the Related Content section but not without removing the Edit All button as well, any input would be appreciated.
