Last public revision is always used for inline variants?

In 6.5.2, in either preview or staging publish, the inline variant revision is always the last public revision, even when the child has been moved to Quick Edit state, edited, and checked in.

Is that OOB behavior, or there is a way to force it to use current revision in preview and staging publish?

Hi Jason,
This is the default OOB behavior for in-line templates. This is tracked under the number RX-14956.
