New site - create folder - no navon automatically created

I have created a new site, and created a folder - however, no navon automatically was auto-created as in other sites I have. Am I missing a setting somewhere?

Did you create a Nav Tree item in the root folder for the site?

That section covers setting up Managed Navigation for a Site.
