Jan Doe published the page instantly. Page status showed “Pending”.
Jan Doe refresh CM1. Page status showed “Pending”, not “Live”. Is this intentional or weird bug?

To have the status auto refresh would be a great idea.
If that user refreshed the page and the item was still listed as pending then it is possible that the publishing job was still running. You can confirm once the job has completed from the Publish menu and viewing the publishing reports. Once that has completed, check the status of the item again.
