Publishing Context Variables need restart?

So, please excuse me if I have missed the documentation on this, but…
I have added a new context variable and want it to show up in my templates. Does that require a restart of the server? I did a restart and they suddenly showed up correctly.
Is this expected?

I’ve never had to restart the server for Context variable changes to take effect. Refreshing the browser should be all you need to do.

I’ve never had to restart when adding context variables.

I do have to restart if I delete a context variable; otherwise, the variable lives on in the cache but not in the database, and you start getting hibernate errors.
