Rich Text Widget Insert Image Error Message

This error just started happening this week. In the rich text widget when my users try to upload a picture it gives the error below. It was originally just putting them in the uploads/images folder which is the default folder that everyone should have access to. It does still work with admins.

This XML file does not appear to have any style information associated with it. The document tree is shown below.
An error occurred while pre-processing the request submitted by the host (-not available-).An exception occurred while processing the “Java/global/percussion/workflow/sys_wfAuthenticateUser” extension: com.percussion.security.PSAuthorizationException: User is not authorized to create this type of content…

I was wondering if it had to do with permission issue. Like one of the admin might have set this folder to “Read” instead of “Write” in that folder?
