I have a user that has logged into Percussion in his office and has started editing his section of the website. When he has come to our training, he is prompted with an error saying that he does not have permission to edit the page all of the sudden. He was able to edit it in his office but he can’t now in our training lab.

Is your user in the Contributor workflow role? By default, Contributors only have permissions to create and edit pages in the Draft workflow state. So, if you or this user either Submitted or Approved the page (putting it either in the Review or Pending workflow state, respectively), this user will no longer be able to edit the page, unless an Editor or Admin rejects the page, putting it back into the Draft state.
