I’m trying to assign a workflow I just created to an asset. When I click the + icon to the right of Assigned, I get two blank sections. I can’t select a site or asset.

The workflow assignment menu - how it’s currently implemented - will load out your site’s full tree all at once. Depending on the size of your site, this can take over a minute to load (even if the “Processing” text disappears and you’re faced with two blank sections, it may still load). If this never comes up after a couple of minutes, the connection might be timing out. In this case, I can provide you with a temporary workaround.
Going forward, we are planning to significantly rework this menu in our next version, 3.3, so that the menu follows a “lazy load” scheme whereby it only loads your site’s root folder, and then allows you to expand and load portions of the rest of the tree as needed.
